Cllr Sam Stopp was also a substiture although I did not hear who he was substituting for. Cllr Shafique Choudhary, whose name did not appear on the Membership list, also sat on the Committee. Cllr Lloyd McLeish a full member of the Committee was present.
Cllr Muhammed Butt was not in attendance but his loyal deputy, Cllr Michael Pavey was there.
This means that Cllr Kalwala must now attend the Scrutiny Committee on Wednesday if he is to remain a councillor and not trigger a by-election in Stonebridge. The 6 month deadline expires on December 4th and there are no further meetings for which he is eligible before then.
The goings on are apparently a complete mystery to half the Labour Group, as for the other half...
At the Committee itself Cllr Sabina Khan was on the ball and made sensible contributions.
An agenda item on the Council's IT system raised issue about procurement procedures and whether Council was in compliance.
